Hi,
Can there be department segment and cost center segment separately in coa.
Does Department necessarily need to be a cost center. If no, how department needs to be mapped.

No, only cost center would be in COA. Department is where you belong to from cost/revenue perspective. Cost Center is from accounting perspective. Example, Department is Sales and Marketing which can have 2 cost centers Sales (2314) and Marketing (5478). When you define department, you can associate cost center to it. in SLA, you can define accounting rules to derive the appropriate cost center from department.
