Setting up Journal Approval Rule for a specific scenario

Here is a scenario :-

A reports B and B reports to C. My Manual GL approval criteria is if JE is less than 15k, it requires only B approval . If it is more than 15k, it requires B & C approval. Only A creates a Journal.Also if B is on leave, C should be able to approve (irrespective of the journal amount).

I want to create a Journal Approval Rule without requiring to setup a Vacation rule.
