Issue with Manage Order Approval Rules Screen , Instead of creating rules screen always like this image shared

Hello,
The screenshot which you have provided might be some existing rule, please ignore it and if you want to create new order approval rule, please go to Manage Order Approval Rules and create new rule by searching for attributes based on the requirement and setup the approval.
