Which tools are best for migrating data from EBS to Fusion? Should we use FBDI Templates or some other methods for migrating master and transactional data.

Let's take the answer on case by case basis:
1. Master Data:
Master data can be assumed to be Enterprise Contracts, Lease Contracts, Customers, Suppliers, etc.
It is advisable that these are uploaded by FBDI templates. However, in case of Supplier and Customers, in case there is an active integration developed as part of the design, you may consider moving all suppliers and customers via the integration from legacy system to Fusion as the data structure pre-dominantly remains same.
2. Transactional Data:
Transactional data can be assumed to be AR Invoices, AP Invoices, Fixed Assets, Unapplied Receipts, etc.
Since Oracle Fusion accepts the data in FBDI format, it is advisable to extract the data from EBS in similar format (again considering the base architecture remains more or less same with some variations). FBDI will also validate using pre-defined Oracle validations.
3. Setup and Maintenance:
There could be some configurational aspects which might be needed to move from EBS to Fusion, for e.g., Asset Categories, Item Categories, etc.
For these purposes you may consider importing via FBDI wherever available or in certain cases using csv import templates for different configurations.
Conclusion
The best tool for migration of master and transactional data shall be FBDI templates wherever available.
