I need to have an understanding of the process from the TEST instance to the Production Instance. And what is the role-play of the development instance?
Dev instance is used for Development purposes like to perform the application configurations/Quarterly release upgrade features functional unit testing, technical unit testing for Reports, integrations, extensions etc.
TEST instances are used for end to end testing like System integration testing, QA testing, UAT etc. Once the QA & UAT sign-off is received, the configurations, code related to technical components are migrated to PROD instance.

Configurations can be migrated from source to Target using Migration sets.Refer the below Oracle documentation for more details on migration sets
